1)Open Up A New Blank 200x200 image
2)Click On The Paint Brush And Select The Round Brush picture
3) Make Round Brush Marks In Whatever Colors You Please Randomly On The Blank Image picture
4)Go To Effects>Distortion Effects>Pixelate [[set your settings like mine]] picture
5)It Should Now Look Like this
6)Go To Effects>Geometric Effects>Circle
7)Set It To Transparent OR Color And Make The Color WHITE
